rear brake clearance with frame

I'm a bit confounded here, what am I doing wrong?  The rear brake (left side, '28 to '30) contacts the frame when the wheel is installed and the axle nuts are tightened.  I've gone round and round changing things and checking things.  When I mocked things up twice before paint I didn't see this.  I have a reproduction brake and an original hub...the hub measures up to the diagram in the R&O.  If I install the spacer intended for the sprocket side onto the brake side I can get just a hair of clearance...  Any and all ideas are appreciated?

Pictures show what I am talking about:

The clearance of the left side anchoring plate is close to my frame and I believe it is a reproduction - maybe Polish (see photo). But it fits. I may be wrong in remembering that what acts as a spacer here was a cast protuberance of that plate. The assoc.'s Service Manual drawing shows the thickness of the plate in this area with the protuberance as 5/8 in.

In the other photo I show all I have for the right side: (from the outside inward): nut, washer, (frame lug fits here now), locking washer, 4-sided bearing adjuster that can be adjusted anytime with taps of a chisel and locked by tapping over the lock washer onto one flat.

Most of my rear brake looks original.  The space between the arm and frame is 3/32” and the spacer is about 13/32”.  It look like I have more clearance than you.  I will try and get a picture later.

Thanks you two!  It dawned on me that maybe I should pull the drum off again and scrape clean the paint from the slots (splines?) on the hub where the drum slides on.  Getting the drum to slide further onto the hub should give me a little more clearance?

Sliding brake drum over shouldn"t affect position of the brake plate, are the bearing cups fully seated ? Is it a Timken bearing? If the bearings are properly adjusted, and the wheel is central, is the frame straight? Can you try say a 1/16" washer between the LHS spacer and frame?? May be as easy as that.

Tim, I think that may be one solution!  Even George wrote in the R&O on page 40"o" :

"One thing I never get used to is how many ways persons figured out to assemble them, or to be more accurate misassemble them."

...and if you compare R&O figures 40G to 40L & 40N you'll note the wider spacer on the brake side in 40G, but the narrow spacer on the brake side in 40L&N.  No way I can use the narrow spacer on the brake side!

Thanks for the pictures Tim and Bob....they help!
